7a88004fa8 CLIProxyAPI: keep plugins and data across updates
The clean install wiped /opt/cliproxyapi including plugins/ and data/, so
every update removed installed plugins and their data (#17750).

* Add unifi-os-server-vm (vm)

* Refactor UniFi OS Server VM setup script

Updated the script to set default OS and version, improved error handling, and modified the first-boot installer process.
